A City That Nurtures – Making Child Care Accessible For All

Good quality child care is a critical support to families, important for healthy child development, and contributes to equitable access to the workforce. Toronto must do better to keep its commitment to our children and families.

The City of Toronto has a 10-year "growth strategy" to make affordable, high-quality, licensed child care available to more Toronto families. By 2026, the strategy is supposed to:           

  • Build 30,000 new licensed child care spaces in the non-profit sector to serve half of Toronto’s children 0-4 years.

  • Lower fees by 50% for all families in child care and improve salaries for early childhood professionals through direct program funding.

  • Increase fee subsidies by approximately 27,000 to support low-income families.

  • Add resources for Indigenous and special needs programs.

But this implementation is simply not fast enough to meet the needs of our communities. During the 2018 City budget process, the city failed to keep its promise to contribute 20% to match federal and provincial contributions. The subsidy system continues to be hard to access, with over 14,000 eligible families still on the wait list. Beaches–East York families are desperate to find to high-quality, affordable child care services.

As your Councillor, I will:

  • Expedite the Child Care Growth Strategy to expand affordable, high-quality child care services for all families in our area and across the city.

  • Push for a 20% municipal contribution to the child care budget.

  • Increase the capital funding to build more child care in underserved communities based on demand (wait lists) and child population, including Beaches–East York.

  • Create a central wait list for fairer and easier access to spaces.

  • Reduce child care fees faster and ensure decent salaries to child care staff.

  • Broaden eligibility for fee subsidy to more families, particularly part-time workers, and streamline the application and approval process.
